[Feature]: Provide Docker image for GC tool

Description

In Kubernetes clusters, the Nessie GC tool should typically be executed as a Kubernetes Job.

But that is hard to achieve for now, because there is no ready-to-use Docker image containing the GC tool.

The GC tool is already packaged as an executable, see here for example. Providing a Docker image that simply adds a layer with that executable should be easy to do.
