Part of #14217

Is blocked by: #14218

With #14218 we could use this information to enhance PromQL logic for more accurate results againsts series with counter semantics.

Acceptance Criteria

  • PromQL engine uses CT to potentially render zero samples and improve accuracy for rates and other functions.
  • Detailed Proposal is required
