Add support for the @ignore tag:

The @ignore tag is used to tell phpDocumentor that Structural Elements are not to be processed by phpDocumentor.

Syntax

@ignore [<description>]

Added a test in b4f2b3e to illustrate that the @ignore tag is currently not supported.
