CLN - Command "setchannelfee" is deprecated #48

Seems like the setchannelfee command is deprecated causing the fee update feature to not work.

Tested with version v22.11.1

According to the changelog setchannelfee command has been deprecated since version: https://github.com/ElementsProject/lightning/blob/master/CHANGELOG.md#01101---2022-04-04-simons-carefully-chosen-release-name

We should update the script to use the setchannel command.
