This PR adds a CLI entrypoint to export a validator's slashing protection history:

$ prysm.sh validator slashing-protection export

Into an EIP-3076 compliant JSON file. It adds a comprehensive integration test that does the following:

  1. Generate a mock, realistic attester + proposer history for 10 validator public keys
  2. Creates an EIP JSON struct with those histories, marshals the struct with JSON
  3. Tries to import the struct into the DB
  4. Attempt to export our slashing history from the DB into a JSON file at an output path
  5. Read the file at the output path, unmarshal
  6. Compare the unmarshaled struct from step 5 with the one from step 2 completely
