New data dictionary fields for collection editor, metadata manager, and submitter

Add fields to the data dictionary to assign applications roles on a per-collection basis. Fields will available to collections only and will have system-wide impact.

Todo:

• add to test, dev. and prod. dictionaries:
  • collection editor
  • collection submitter
• no validation or controlled vocabularies; string types only
• add fields to system checkup process (see Data dictionary verification at runtime or deploy time #1010)
