One can utilize https://github.com/RolifyCommunity/rolify in order to define roles (this is required for administrators, which are required in order to generate a list of users by department).

Acceptance Criteria:

  • Administrator users can view all users for a given department
  • Non-administrator users cannot view information for any other users

Removing department, because an admin will just see everything
