Provide a git-lfs plugin

I would like to see Pulp3 provide support to act as a backing store for git-lfs.

To be able to point git-lfs to pulp infrastructure for storing large files.

Current solution (BitBucket)
Artifactory
node-git-lfs

Using pulp3 very much fits in with our current methodologies and departmental familiarity.
