This is partially as a notice, but also a bug.

When a new package version is published the latest tag for the primary package metadata is not updated. But the new version of the package is published.

If you publish a new version and it says it went successfully the website https://web.pulsar-edit.dev will report that your newest version does not exist but running ppm upgrade --list should show that your newer version is live.

This newer version is installable and will upgrade within the editor. Just will not be reported on the website or within the Pulsar settings window.
