Issue details

It is currently not possible to set teams on pulumi env init or esc env init like we can with pulumi stack init. This will slow down even simple adoption of ESC for us as each new environment will need someone to assign it to the correct teams in the UI (API if one exists is not documented yet).

Similar to pulumi/pulumi#10784.
