As currently structured, the Helm release resource is a mini-provider within the Kubernetes provider. We should be able to provide good test coverage for it in isolation.

Develop unit test cases for the Helm Release v3 provider in provider/pkg/provider/helm_release.go, as part of #2767 and similar to #2768.
