Move internal annotation logic to state file

Problem description

• Other: Rather than using annotations on k8s resources, we can instead store the relevant info in the Pulumi state file.

We should update the provider to track this info in the state, and stop creating these annotations on new resources. To avoid causing irrelevant updates for users, leave any existing annotation alone (they will be ignored in the future).
