Design cross-cloud VM/container primitives

Eventually we will tackle the mu/x package, which exposes various useful cloud primitives in more "abstract" forms. This will include queues, tables, and the like, but also more primitive things like VMs, containers, etc. That will re-raise many of the questions in #3 and the clouds design document.

This is not a short-term goal, however, so I am filing this away for future consideration.

I think we can close this. We've built most of what's described above in @pulumi/cloud, and have issues tracking the rest in that repo. I think if there are additional things we are imagining here we can open them as additional issues in that repo?
