Describe the Bug

Customer running Puppet PDK container on top of Gitlab runner, while compile packages it failed due to Gem::MissingSpecVersionError

Expected Behavior

Package should be compiled without error.

Steps to Reproduce

Steps to reproduce the behavior:
Sorry, I can ask customer how he run with step by step.

Environment

  • Version [PE 2021.3.0]
  • Platform [Oracle Linux 8]

Customer is on PDK 2.2.0 stable. Let us know what else you need in order for this to move on.
