There's a common pattern to distribute software: Compile it, build packages for distributions you support, put them on a mirror, provide people an option to sync this mirror for air gapped environments. Puppet does the same for puppet agent/server/db. Just for PE it's ...odd? There's a tar.gz archive that contains a rpm or deb repo for one major OS version.
That makes it complicated to do OS upgrades in some setups. Please put the packages on your public mirrors at apt.puppet.com / yum.puppet.com. That would also enable people to run multiple compilers with different compilers (at least it makes it easier for us).

It's really tedious to download the .tar.gz files, extract them, then move the packages to a local mirror. And as a partner it's just not possible to explain to users why the whole procedure is so weird.
