Unable to change Site on export page

Describe the bug

Trying to export Contacts from a non-primary site but the site selector dropdown does not work on the Export page. This makes it impossible to select a mailing list from a non-primary site.

To reproduce

Steps to reproduce the behaviour:

1. Go to campaign/contacts/export
2. Click on the site selection dropdown. Select a non-primary site.
3. The dropdown value does not change. Try selecting a mailing list: only mailing lists for the primary site are displayed.

Expected behaviour

We should be able to select mailing lists from non-primary sites.
