Thinking through this, we could make it possible to import contacts from a CSV file at a local or remote URL (like Feed Me does). That would allow you to manually upload files to a local volume or an external storage server such as S3 and then run the import from there. Any thoughts?

This could help. But isn't it easier to get a file from a Craft volume?

I'm going to explore using the Temp Uploads Location setting for this, which allows you to select an Asset Volume.

Importing contact data now stores CSV files in the temporary asset upload location as defined in Settings → Assets → Settings. Released in 1.17.3.
