[Bug] City Hub doesn't shut down on low battery if Bluetooth task is used. #1412

A hub with low battery will request shutdown, but can't if a Bluetooth task happened to be running. The light will keep blinking blue rapidly. This is basically the same as system abort / cancellation not working, but this is something that can occur even when not in a bad state.

I think this was the same as #1438, which is now fixed.
