An iterative improvement to reflect the usefulness and usage frequency of trove classifiers for filtering. Probably only one in a series of reorderings.

Makes sense to me. If you'd like to explore some potentially data driven changes, @ewdurbin may be able to provide stats on the frequency-of-use of different parameters to the search API.
