In #4253, a user landed at https://pypi.org/help/#feedback after following a link from the project page, and it wasn't clear enough to them from this was specifically talking about PyPI.

I think this language text could be revised in a few places to be more clear that this is just for issues with PyPI. For example, the title could become "Where can I report a bug or provide feedback about PyPI"?
