pyrsia authorize --peer <peer_id> can be run on any node to make any other node with peer_id as authorized. This is useful when testing the network but dangerous for security. So this command needs to be limited to being run on the authorized node only by an authorized person(with a special ssh-key)

We should check just if the node is authorized, right?
Does by an authorized person(with a special ssh-key) have a special meaning?
