Add a GHA workflow for a release action. See an example in spaghetti. @martinfleis Should this also include a release template for automated notes generation?

I don't have a strong preference here. It was always autogenerated in splot, so we can use it. I didn't want it in momepy as I tend to hand-pick PRs that may affect users, ignoring changes to CI etc.
