Misc/NEWS (in both Python 2.4a1 and 2.4a2) is not valid
reStructuredText, but NEWS.help says it should be.
Processing it with Docutils gives several errors.

Fixed in rev 1.1124 of Misc/NEWS. There's one warning left,
but that one's clearer in plain text without escaping.
