    Trying to create a pure python distribution windows
    installer with 2.4b1 bdist_wininst command fails with
    an assertion.
    The attached patch seems to fix the problem.

    Mark, I believe you changed this code, can you
    proofread the patch, and then assign back to me (or
    check it in directly)?
