The attached patch updates the Developer's Guide to reflect the changes in the development process now that the 3.2 branch has closed for bug fixes and has moved to security-fix-only status.

LGTM, except for a small inconsistency: the dir of the "default" clone is called "3.x" in the committing page, but "default" in the FAQ about null merge. The one in the FAQ should be renamed "3.x".
