python/cpython#28569 (comment) covers a conversation about implementing exception groups which led to __note__ being added to BaseException. To me that feels too hidden for a change to a built-in. I would have expected at least a conversation on python-dev if not a PEP or a request to the SC to amend PEP 654 to add __note__. So this issue is about having a conversation on the SC on whether we want to establish any guidelines about semantic changes to built-ins in terms of exposure level, etc.
