馃悰 Describe the bug
I get a warning that Numpy is not installed when I initialize this simple tensor.
The tensor works as expected. Since numpy is an optional dependency, should
is_numpy_available()
really warn when Numpy is not available?Environment setup:
This issue seems to be a continuation of #115638
