NOTE: Remember to label this issue with "ci: sev"

MERGE BLOCKING

Current Status: resolved

Internal merge for pytorch is blocked due to issues with internal CI. Meta employees can use S327748 to see current progress.

Our goal is to have this unblocked by EOD Thursday but we will update this issue if things are not looking like that.

We are trying as much as possible to avoid divergence between internal and open source and have deemed a block on merges necessary in this situation.

Since merge blocking issues like this cannot block force merges we are instead choosing to disable the merge workflow until this issue can be resolved.

We appreciate your patience during this time and are sorry for any inconvenience / disruption this may cause in your workflow.

NOTE: This has no affect on deliverables for PyTorch 2.0 and the release will continue as expected
