Migration Arbon: check reach progression geometry within special_structure

Interlis Export/Migration contains reach progression geometry within special_structure - should be avoided

within special_structures we do not want to draw the reach geometry. We need to check whether the export handles this correctly. Alternatively, the import can split the reach geometry.

We will write a post-processing script to remove reach geometry inside special structures.

This is of lower priority to us for now. We will also wait for the VSA check rules regarding data integrity.
