Our media and static are the wrong way around

Currently we write plugins into static and our static stuff like css goes into media. We need to switch these around. Styles currently correctly write into the media folder so that should remain as-is. The migration needs to be carefully managed so we have no downtime or breakages and the backup sftp scripts need to be updated.
