Python plugin installer: cannot load from local repository when Proxy is set

When one has a Plugin repository at a local server inside a local network one cannot use the local plugin repository if a PROXY is set.

It seems that the proxy exceptions are not honored.

although I have no proxy to test it. Please reopen if still broken.
