I've just done a QGIS course at a government agency where all their imagery is ecw or MrSID. If QGIS 2 ships with MrSID and ecw support then QGIS will be a much easier 'sale' in situations like that. I reverted to 1.8 but even that only supports MrSID, not ecw. And they are unlikely to move to Linux desktops, where I would happily build gdal with support for these formats.

anyway the answer is yes, qgis 2.0 will support out of the box ecw on Windows.
