QGIS cannot open geopdf under Windows (works on Linux)

pdf is still not supported on windows (both 32b and 64b) whereas it seems to be on Linux and even though is says so when querying supported gdal formats :

Is this still a Windows-specific issue for QGIS 2.6?

Or should the problem be more general as reported in #17588 ?

in general opening geopdf now works also on Windows, there are still issues with certain types of geopdf, see #17588
