when I do a customization in qgis to a layer toolbar changes only take place after restarting, it this the desired behavior?

I second that. It's not very usable if you have to restart Qgis to see the change.

Another issue is that the Reset button does nothing, so if you customize something you can't reset

  • tracker_id was changed from 1 to 2
  • subject was changed from Toolbar Customization to Apply Customizations without restarting QGIS
  • operating_system was changed from Windows 7 to
  • fixed_version_id was configured as Future Release - Lower Priority

I think that is still true for the "interface customization" functionality.
