In QGIS 2.12 there are the following options (Settings/Options/Digitizing/Snapping):

  • Open snapping options in a dock window
  • Default snap mode
  • Default snapping tolerance
  • Search radius for vertex edits

"Snapping mode" (Current layer, All layers) is missing.
