The Scale Bar decoration dialog is not structured as Copyright Label and North Arrow decorations dialog.
In these two, the first options are about the decoration itself first and the placement then.
The Scale Bar dialog begins with placement matters (the label "Location" should be renamed "Placement" for consistency) and then follow its own settings.

  • resolution was changed from to fixed/implemented
  • status_id was changed from Open to Closed
