Set outline style for label background shapes

For now you can only change color and width of the shape outline.
I guess it's quite easy to add outline style, as a similar mechanism is used for drawing point symbols.

In 3.18, maybe earlier, one can define the stroke of a label background. This issue can be closed I think.
