Allow choose resampling method from raster 'save as' dialog box

It is not clear which method is used for resampling when changing cell size from the 'save as' dialog box. Some claim is bilinear some near.

Resampled image from 'save as' was compared with both linear resampled and near resampled images. From the comparison it is detected that none of them is equal with the resampled image from 'save as'.
