Floating panels change positions after the program restarts #35610

Describe the bug
Floating panels move downward and rightward a little bit after the program restarts.

How to Reproduce

  1. start QGIS without any project opened.
  2. Create a new user profile
  3. open a panel, say, layer panel
  4. Undock it to make it a floating panel.
  5. remember the position of that floating panel
  6. close the program and start it again.
  7. check that panel's position.

this is the first-time's position

this is the position after the program restarts.

This is still true on QGIS 3.16.14 and 3.22.1.

This is still true on QGIS 3.36
they move in unison, strictly downwards i equal steps with each restart.
