Georeferences doen't show pdf files

What is the bug or the crash?

If you add a PDF as raster on the georeferencer, it doesn't show the image, version 3.22.

If you do the same at 3.16 it works

Steps to reproduce the issue

go to georeferencer
add raster
select a PDF file

It doesn't show anything

@javiergasan just tested here on 3.22.0 on Windows 10 and works as expected. Please attach a sample pdf that does not work for you.

It affects also 3.16.13/OSGeo4w. It needs to be tested if it works on an installer based on the old dependencies.

it does work on 3.16.6, so this is a regression on installer based on osgeo4w v2.

@javiergasan yes, that is an installer based on old dependencies, unlike the latest 3.16.13
