When releasing left mouse button in pan mode, scale changes and map shifts. #47261

What is the bug or the crash?

Using the panning tool in QGIS 3.22.3-Białowieża/OSX, after the pan action, releasing the left button produces a shift in the map. Scale changes at left mouse button release. The shift moves the map in the direction of the last movement.

Tried QGIS-LTR 3.16.16-Hannover and behaves normally, scale stays still and pan action is good.

Steps to reproduce the issue

Create a new profile (pan_test):

  1. Open a raster map (new project) [e-g. https://www.naturalearthdata.com/http//www.naturalearthdata.com/download/10m/raster/GRAY_LR_SR_W.zip]
  2. Select the Pan tool (white hand icon)
  3. Pan by pressing the left button
  4. Release the button -> the map shifts and the scale changes.
