Fixed legend size is not respected when exporting a layout

What is the bug or the crash?

In a template if the legend size is fixed with a data defined WxH the legend shows as expected in the project (truncated at the borders of the legend bbox), but when exporting (PDF, PNG, etc.) the legend overflows the defined size.

Steps to reproduce the issue

Create a layout

Add a legend

Set legend size with data defined values so that the legend item shows only a part of the items

Export the layout and compare

Desktop:

Export to PDF on Dresktop or Server:

That option is active

and I can still replicate on the latest 3.28 and 3.32
