After long time running of incr synchronize channel ，the streamJar file saved in the /tmp dir in an risk that will be recycle in some unknow reason。it will end up incr synchronize channel app relaunch failding。

In order to avoid relaunch failding, We shall change the save path of uber Jar file to path like: /opt/data/tis/cfg_repo/streamscript/mysqlcdc_mysql provide by : StreamContextConstant.getIncrStreamJarFile()
