"Loading 'expl3.sty' aborted!" needs a tlmgr update that quarto could automatically trigger

(LaTeX)        is dated 2023-08-11 but in your TeX tree the files require
(LaTeX)        at least 2023-08-29.

We fixed / prevented now in tinytex by detecting "Loading 'expl3.sty' aborted!" and trigger a tlmgr update before continuing updating package. This is here: rstudio/tinytex@5946a2a

We should probably do that too.
