Can quicklisp only load local libraries located in the quicklisp/local-projects directory?
How to load a local library in another directory?

You can load any library that is visible to asdf. Configuring ASDF to find libraries is in the ASDF documentation. (I find it too hard to use, so that's why I made local-projects. But you may enjoy it more.)
