security: add Quicksilver to oss-fuzz for continuous fuzzing

Summary of Bug

By adding oss-fuzz continuous fuzzing, that'll allow fuzzing to be performed day and night and report security bugs instead of trying to run it locally on laptops.

This issue is a place holder for me to get it into the oss-fuzz repository and to setup a security alert email for Quicksilver.

@faddat @joe-bowman @tropicaldog kindly ensure that (fuzzing, security)@quicksilver* are properly setup or kindly reply here with the appropriate email to use to send alerts to.
