I have some NEWS.md files that look like this:

# CHANGES IN blogdown VERSION 0.22

## NEW FEATURES

- When a website is built

## MAJOR CHANGES

- `install_hugo()` no longer installs Hugo via Homebrew


# CHANGES IN blogdown VERSION 0.21

## NEW FEATURES

- The `Knit` button in RStudio finally works with **blogdown** now.

When I build the pkgdown site, my NEWS.md file is blank, see: https://wonderful-aryabhata-ec2fca.netlify.app/news/index.html
