Invert order of the "update packages?" list #287

I think it might be nice to invert the order of this:

> install_github("r-lib/pkgdown")
Downloading GitHub repo r-lib/pkgdown@master
These packages have more recent versions available.
Which would you like to update?

1:   rlang     (02bff4561... -> 7243c6d57...) [GitHub]
2:   rsconnect (0.8.12       -> 0.8.13      ) [CRAN]
3:   CRAN packages only
4:   All
5:   None

Enter one or more numbers separated by spaces, or an empty line to cancel

because then the perennial options appear in a more predictable place.

Specifically, I nominate this:

1: All
2: CRAN packages only
3: None
4: ...

because IME All is what I usually want.
