Yes, client connections can fail. Troubleshooting Networking and Troubleshooting TLS explain the methodology that we highly recommend for investigating this broad class of problems.

See server logs for clues as well.

We will not investigate connection failures unless you provide clear evidence that this is something in the client library*and not the environment. 99.99% connection failures have nothing to do with either RabbitMQ or the client.

And connections are not from RabbitMQ, they are to RabbitMQ from your code, using the .NET client library. RabbitMQ never connects to clients.
