tox dependency is only in circle.yml, not locally anywhere #87

We should probably have tox listed as a dependency for testing in either test-requirements.txt, setup.py, or both. On a fresh virtualenv, it's not possible to run the tests without manually installing tox.

The same appears to be true for pyenv. You have to run the commands inside circle.yml to test locally.
